The Uganda Communications Commission (UCC) has announced a temporary suspension of internet access and selected mobile communication services ahead of the upcoming election period.
In a press statement released by the regulator, UCC directed all licensed Mobile Network Operators (MNOs) and Internet Service Providers (ISPs) to implement an immediate suspension of public internet access. The directive also includes halting the sale and registration of new SIM cards as well as outbound data roaming services to neighbouring countries.
According to UCC, the decision is aimed at safeguarding national security and ensuring a peaceful electoral process.
“The temporary suspension is intended to mitigate the rapid spread of misinformation and disinformation, prevent electoral fraud, and reduce risks of incitement to violence that could undermine public confidence during the election period,” UCC stated.

When Will the Suspension Take Effect?
The suspension will take effect on 13th January 2026 at 6:00 PM (1800hrs) and will remain in force until UCC issues an official restoration notice.
Services Affected
UCC clarified that the suspension covers all forms of public internet traffic, including but not limited to:
Social media platforms
Web browsing
Video streaming services
Personal email services
Messaging applications
The directive applies across multiple connectivity platforms, including:
Mobile Broadband (Cellular)
Fibre Optic Networks
Leased Lines
Fixed Wireless Access
Microwave Radio Links
Satellite Internet Services
Exempted Services and Institutions
Despite the widespread suspension, UCC outlined several critical services exempted from the directive to ensure continuity of essential operations. These include:
Healthcare Systems
National Referral Hospital networks and essential medical systems.
Financial and Payment Services
Core banking networks
Interbank fund transfer and clearing systems
ATM networks
Uganda Revenue Authority (URA) tax payment systems
Government payment gateways and international payment systems
Critical Government Services
Immigration systems
Electoral Commission secure portals
Voter verification systems
Results transmission and tabulation networks
Utilities Management Systems
Power grid operations and payment systems
Water supply control and billing systems
Fuel distribution logistics
Transportation and Aviation Systems
Air traffic control systems
Railway signalling and control networks
SIM Services
SIM swaps and SIM upgrades conducted within existing regulations
UCC emphasized that all telecom operators are required to strictly comply with the directive and ensure exempted services remain operational throughout the election period.
