Dr. Kizza Besigye, giving a clear view of Ward A2 and the East Wing, where notorious inmates such as former Kololo robber turned Kampala moneybags Sipapa and ADF leader Jamil Mukulu are detained. Mukulu, once a businessman in Owino Market, faces charges of attempting to overthrow President Yoweri Museveni and plotting his assassination.
Despite being housed relatively close, strict protocols prevent any communication between these high-profile prisoners. Sources report that inmates attempting unauthorized contact face harsh punishments, including isolation in cold rooms for up to 30 days, wearing only minimal clothing. Notably, Sipapa reportedly endured severe disciplinary action after clashing with fellow inmates.
The decision by Bryan Mbazira, Senior Superintendent of Prisons and Officer in Charge of Luzira Upper, to isolate Bobi Wine’s team highlights the prison’s commitment to maintaining strict order among high-risk inmates. Observers say the move reflects increased caution around political detainees, given their potential influence and networks within the facility.
