Reports from Luzira Prison indicate that inmates serving long sentences and those facing charges that could lead to life imprisonment or the death penalty are celebrating National Unity Platform (NUP) President Robert Kyagulanyi Ssentamu, also known as Bobi Wine, for his recent decision to deny Hon. Medard Lubega Ssegona the party ticket in the upcoming parliamentary elections.
Sources within Luzira Upper Prison reveal that several inmates, including high-profile political prisoners and individuals convicted of serious offenses, are reportedly pleased with Kyagulanyi’s stance, viewing it as “justice served” against Ssegona.
According to prison insiders, Hon. Ssegona, who represents Busiro East, has fallen out of favor with many inmates following his role in a controversial amendment to Uganda’s Penal Code, which changed the definition of life imprisonment from 20 years to a sentence lasting the convict’s entire lifetime.
This amendment has been heavily criticized by human rights advocates and inmates alike, who argue that it denies prisoners hope for rehabilitation and reintegration.
“It’s Hon. Ssegona who championed the clause that condemned people to die in prison,” one source told Kelele UG. “Many here feel betrayed, especially those serving life sentences who now have no chance of freedom.”
Reports further suggest that Ssegona has avoided visiting Luzira Prison, even when prominent political detainees such as NUP supporters, Sheikh Jamil Mukulu (the founding commander of the Allied Democratic Forces, ADF), and Dr. Kizza Besigye have been incarcerated. Inmates reportedly believe he fears retribution from those angered by his legislative role.
Meanwhile, Bobi Wine’s decision not to endorse Ssegona for another term has been widely interpreted as part of his broader move to restructure and reform the NUP, ensuring the party remains aligned with its pro-people and justice-driven principles.
Political analysts note that this decision may significantly reshape internal NUP politics in Buganda and influence how the party performs in next year’s general elections.
